krcConsult Projects 

• For major USAID health contractor helped  redesign business development strategy and C-Suite organizational structure. Made recommendations for structure of business development unit, training requirements and leadership. Helped senior leadership determine the appropriate span of control for various corporate officers and the structure to support them.
  
• Worked with a Northeast Florida university to determine how to set up a Masters program in international health policy management Masters program.  Program would support the University's goal of diversifying the student body and expanding the pool of talented students who would enroll.
  

• Afghanistan: Helped create a health economics and financing department within the Ministry of Health.  Program included university training for young staff in Thailand.
  
• India:  Helped create social heath insurance scheme for the urban slums in the Capital Territory of Delhi.
  
• Bulgaria:  Assisted the government of Bulgaria to stand up the new Health Financing Administration and negotiate payment rates with medical providers.  Project also completed a hospital rationalization plan 
  
• Egypt: Assisted the government with modernizing the agency responsible for regulatory oversight of the country's insurance and private pension system
  
• Projects in other countries: Managed and worked in projects in over 20 additional countries including: China, Egypt, Iraq, Bosnia, Serbia, Croatia, Bulgaria, and Ukraine,
  
• Domestic health care projects: For 20 years, Mr. cahill developed and managed projects in US based health economics field for the US Congress, the Centers for Medicaid and Medicare Services and state governments responsible for Medicaid programs
  

• Mozambique: Strengthen health care system through assistance to the Ministry of Health, the Central Medical Store and the Ministry of Women and Social Affairs 
  
• Nigeria:  Improve the ability of local NGOs and other organizations to prevent, diagnose and treat those at risk for HIV/AIDS
  
• Kenya: Help improve the organization and operations of the Kenyan Central Medical Store to improve reliability, transparency and accountability to enable direct donor funding for essential medical supplies
  
• Iraq:  Helped to create and operationalize an social welfare payment system for war widows and orphans
